TikTok’s new WARC report says AI scale isn’t the win — relevance is

A 400-marketer study says AI is now standard in creative workflows, but the brands pulling ahead are the ones using community signals to make more relevant work, not just more content.

TikTok’s new WARC report says AI scale isn’t the win — relevance is

TikTok and WARC are pushing a blunt message to brands: AI can speed up creative production, but output volume is not the edge. Their new report argues that the real advantage comes from using live community signals to make work feel more relevant, more native, and less generic.

What happened

The report, titled The New Creative Advantage, is based on feedback from 400 marketers in the U.K., U.S., Australia and Brazil, collected in May 2026. It says generative AI is now widely embedded in creative workflows, but the gains are lopsided: 90% of marketers say AI is part of the creative toolkit, 88% say it has increased creative volume, and only 45% say it has significantly improved quality. The report frames the response as an Intelligence Loop: community participation creates signals, those signals reveal demand, demand shapes the brief, and the resulting creative earns more participation. It also lays out a S.C.A.L.E. framework with five steps - Select, Connect, Anchor, Lead and Evolve - to help brands use AI without stripping out cultural context. One of the sharper findings is that 67% of marketers still use demographics as the main input when prompting AI, even though 59% say traditional demographic segmentation is no longer effective. Just 17% always incorporate community or audience insights into GenAI workflows. TikTok also says half of all media budgets are still being spent on ads poorly suited to their platforms.

Why it matters

This is a useful correction to the current AI marketing narrative. The report’s argument is that the bottleneck is not production speed, but the quality of the inputs feeding the machine. For brand teams, the practical shift is clear: platform-native signals, creator context and live audience behavior need to shape the prompt before automation starts. The report positions TikTok as a place where those signals are easiest to read in real time, which makes the platform relevant not just for distribution, but for creative learning. The marketing takeaway is less about making more assets and more about building a repeatable system that learns from what audiences actually respond to, then feeds those lessons back into the next brief.
